2. Senses give man the power to find pleasure and incentives to live. But like all power, the power of senses tend to corrupt him.
3. Civilization seeks to curb this tendency and to put it down through two instruments viz. Government and Culture.
4. Government works externally. It is the power of State (given by people as a whole) and does the curbing by regulation through penal laws.
5. It is harsh and compels people to restrain through laws.
6. Culture on the other hand, works internally. It is the power within (obtained through training, experience, tradition, education, belief, custom, etc.).
7. It puts down over indulgence of man as an internal force. It is subtle and acts silently to restrain.
8. If we refer to government as discipline-creating body, culture is perennial source of enlightenment-giving.
9. Culture consists essentially “in putting yourself in the other man’s position and thinking and feeling in that position.” It is the golden rule.
